Confident that his plans to protect an important train-borne exhibit of international treasures are unbeatable, Gordon confidently leaves the blueprints out on his desk while he and Batman leave the room. The Cannoneer, who performs at a local circus, has himself fired through Gordon's window, where he steals the plans. Realizing that he is too large to steal them alone, he gives a self-consiously tall circus midget (who is in love with the circus giant) a pill to make her shrink. He then insists that she steal the valuables for him, holding the antidote for ransom. Realizing that the theft was performed by someone only a few inches tall, Batman calls in the Atom for assistance. The pair track the criminals to the circus, where Batman fights the full sized crooks, and the Atom tries to fight the shrunken circus midget, which is difficult because she's "too beautiful to hit." This leaves the Atom at a disadvantage, allowing her to best him with a round of Gouda and burst of perfume. Batman eventually defeated the Cannoneer, and gave the antidote on his person to the circus midget, who then grew to a giant size, allowing her to marry the love of her life.
