On Long Island, a small boy tries out his new fishing rod and catches not a fish but a still living piece of the alien sonqueror, Starro. Controlling his mind, the alien has the boy take it home so that it can then control his parents. A month later, as Red Tornado and his family along with Wonder Woman relax in Central Park, people on the boating lake are attacked by a giant starfish, prompting the Justice Leaguers to help. Battling the starfish forces Starro to reveal himself to the public and explain how he survived previous encounters with the League before controlling everyone within range, even Red Tornado's family. In Superman's Fortress of Solitude, he and Green Lantern test the latter's power ring with no firm conclusions before being summoned to the JLA satellite to find Black Canary treating Red Tornado and Wonder Woman. Once recovered, Wonder Woman tells the League who their enemy is and they return to New York to find Starro atop the Empire State Building. From there, he sprays the city with miniature starfish which cling to the faces of both public and the heroes. Out to sea, an aircraft carrier holding several other members of the League receives word of what has happened.
