Guy Gardner wakes after having been knocked unconcious by Batman and while searching for his power ring, hits his head on the underside of a computer console, knocking himself out. Dr Fate reveals to the Gray Man that he has transported him to face the Lords of Order who release him from their servitude. The Lords restore the League and the town of Stone Ridge to normal. At the United Nations, Maxwell Lord reveals to the Martian Manhunter that he has big plans for the League by having them recognised by the UN. Having arrived at the League headquarter to confront Gardner on his behaviour, Hal Jordan and the other Leaguers are astonished to find him placid and a changed man. A computer, connected with the League's attempt to be recognised by the UN, realises it will never work and launches an attack from a satellite in space which the League then stop, all the while being filmed. Having seen the footage, the UN grants the League UN sanction and, with two new members, the League becomes International.
