A senator expected to deliver the swing vote on an anti-crime bill is shot, and unable to vote. With his son unwilling to take his place, Bruce Wayne is asked to step in. Torn between civic duty and vigilante detective work, Wayne calls in Green Arrow to help him. Green Arrow is coming out of retirement, and is dealing with a similar crisis. Both men confide their dual identites in the senator's son, a psychiatrist who wants the crime bill to be passed as well. Working together, the two bring down the would-be assassin, get the bill passed, and realize that neither could have accomplished this all using only one identity or the other. Finally, the psychiatrist uses self hypnosis to make himself forget their secret identities.
